| I believe it is because, as opposed to all the other guilds whose bonuses stack fine, you don't gain any (combat) experience while advancing the gamblers guild. Hence, your combat level never increases, even though your gambler's guild may hit the ultimate top level. |

You forget LG, which gives defense w/o any combat.
It is a decision by admin to make it a non-shop art. I personally find it weird as well but that is how it is. |
