|I am happy to introduce the official clan created for players to be able to dispute any kind of punishment they consider unjust.|
The clan is official. It is managed by the organiser and deputy chief commissioner, D'Artagnan (https://www.lordswm.com/pl_info.php?id=3460) , backed up by three deputy organisers: Ahet (https://www.lordswm.com/pl_info.php?id=1518574), DartAlkatar (https://www.lordswm.com/pl_info.php?id=1192110) and Stripwalker (https://www.lordswm.com/pl_info.php?id=699784). Its main purpose is to allow players to redeem any punishment they have been issued, in case if the punishment was indeed unjust.
The clan has its own subforum found at http://hwmforum.ru where players are supposed to post their appeals. The OAC demands to register in the forum prior to being able to post there, which at this moment might be a bit of a challenge since everything is in Russian. There are instructions about how to register and to post your application in the clan page, please kindly refer to it.
The key things to remember here are:
1) You need to register there, and for that you need to confirm you are the owner of your character here in the game by pasting a special code into your character profile. If your character is blocked and you are thus unable to confirm your identity, either use your secondary character, raise one to combat level 2, or ask a friend in the game to post on your behalf. It is perfectly allowed to create an appeal about someone else, in case the player in question cannot do that him-/herself.

They may be posted in English. A group of three jury members will review your case and give a decision within up to 7 days after your case has been accepted for review (which is not immediately after request appeal has been submitted). If you are redeemed, there is no need to do anything, your case will be forwarded to one of the sweepers who will take necessary action to reverse the punishment.
3) As you make an appeal, make sure it contains the link to the character in question; the quote from the character's transfer log or info page citing the punishment in question (block, penalty, ban); the reason why you consider the punishment to be incorrect.
Make sure it doesn't contain foul language, caps abuse, excessively emotional language and any other things which would make it hard and unpleasant to read for the jury members. You risk to get your appeal cast off in the worst case.

U guys told tht verification code should be posted in OLD characters so wat if a person is applying for his previous account which was "Blocked". His old character was blocked so how will he login n post tht verification code in tht old character's personal info

In other words, if there really are many cases with .com players that need to be reviewed, they will throw a few .commies into the team.
Now, we have the first successfully redeemed case, the shubhamgoyal case:
Congratulations, justice has been restored. And many thanks to the OAC =) Now we only need to wait for Empire to redeem the penalty and reimburse the fine.
On a side note, I wanted to remark two things.
1) The Commission reviews cases and then sends their decisions to the .ru sweeper. It is mainly him who reverses penalties and brings amnesty to players if the Commission proves that the player had been wrongfully accused.
However, if a player has a special mark left by any sweeper, such as "Not to be unblocked", that is like a seal that may not be broken. Sweepers do not usually put that seal, but if they have, it is senseless to try to debate on it. It will not be broken, it is an agreement between sweepers to respect that seal between themselves; so that character is beyond salvation, and the OAC will not even consider such a case.
2) The OAC cannot review cases that are too old. I guess I should leave it to the commissioners to name this period of limitation, I do not have an exact timeframe. But cases that go over more than that period cannot be considered, so there's also not much point in bringing them to the OAC's attention.
