Many of these rules are in regards to Military clans.
Back in early 2009 level 3s and above could join clans, now you must be level 5 and above.
Back in 2009 multi characters could join clans as long as they didn't pay an entrance fee or tax. Now no multi characters are allowed to belong in clans.
