how is it done?
for example: to repair a art with 0/24 such that the smith is 60% efficient in his work.
the output after repairing would be 14/23 or 15/23?
it must be 14/23 as it is my opinion :P

So to answer your question, 24*.6 = 14.4 and would be rounded down to 14.4 I'd say.

14/23, because 0.6*24 = 14.4
