As of now it is indeed exclusive to only Dark Elves.
No you cannot wear any artifact to be granted Sorcerer's Luck.
That said, it takes 61 Talent Points to get Sorcerer's Luck. Which means that only at Level 16 you'll be able to get it. Also, all your Skill Points will be invested in Luck, thus you'll not be able to take Talents from the Sorcery Tree.
It's a huge Gamble to take Sorcerer's Luck if you ask me.

darkelf fueled by their strong hatred, use chaos magic to obliterate their foes. but the innate elf characteristic of luck bestowed by their ancestor still run in their blood. combine the two properties, poof there it is sorcerers luck |
