Those arts have been disussed several times in this thread.
In a nutshell:
Those arts were distributed on .ru as prizes for some events (wars against factions) a long time ago. There's very few of them, no new specimens are introduced, so the sell for 500k - 1M each, or even more. So gathering a full set is impossible for an average player.
They are not yet introduced here on .com, and there is no sign that they ever will be.
My opinion on why "they are here": .com was created mainly by simply translating the Russian original (everything apart from the map used to be the same here). So these arts' descriptions were translated to English and imported to our server along with the other parts of the items database. |
If I am still able to understand english (thanks a lot Takesister) that post should even means they are going to have something new about magic and spells on .ru.

So far the only change on Ru is that there are now new factories for the Level 7 arts. Previously they had to be bought from the art shop.
