1) Only tresurer or leader of the clan can withdrawn golds from clan bank, so if the clan have loan service, you can loan the amount of golds that the clan mention.

You have already had a 50,000 gold penalty imposed for financial assistance from other multiple characters which is why you have negative gold. Surely this demonstrates that you are not allowed to transfer gold from other characters.
If you have one account blocked then this was due to you breaking the rules as well.
If you read the FAQ then you will see the rules that you have to abide by in order to play the game well and withing the rules, this way you will not get banned, have financial penalties imposed nor get characters blocked
