However, If you continually give "gifts" over a period of time then this will most probably be viewed as financial assistance and admins will fine/block under this rule even if you comply with the 30% rule.

It is 30% total each month. This means if you gave 30% already to someone this month, then you need to wait till next month. Or if you gave 15% to 1 person and then gave another 15% to another person, then you have already filled your quota of 30% for the month.
Also as DeathisNear has mentioned, these are gifts and donations, and not dedicated financial assist to a player or group of players. If you are giving the maximum 30% month after month to a player, then it can be seen as "dedicated financial assist"
1.5.1. The Administration has a right to cease access to the service for users whose in-game behavior is a dedicated assist to another character or group of characters.
