1. The answer is a NON-admin person/character (including Arctic), and not created by the Administration. So characters like Empire, Casino etc, are not included.

Jedi-Knight specifically said Don't take any word in its literal meaning, and think outside the box.
Both characters I mentioned have achieved their gold by legitimate methods, but my thought was that Jedi-Knight was not thinking of the official definition of Multi (illegal characters) but rather just a group of players unwittingly providing "financial assistance" to a player(s).
