Isnt it Empire? or the Administration ... that char has money which is deserved by our admins :D
they are never caught for any transfers and can transfer freely to anyone without 30% limit of transfering. |

Who refers to naming a specific character or generally to somebody (e.g., a name which defines a group of characters related one the other by common actions)?
Networks of multis can be found in many places if you don't take the word ad-litteram (e.g., roulette winners, as Grunge proposed as answer, invitation program as whippets1 mentioned, marketers can be, smiths, enchanters, clans - military or not - as well, the game developers by the donation program, moderators being paid for talking on forum with the same players etc.). But if one of these is the answer you were looking for, then you just gave a problem with multiple solutions, so, you cannot choose only one winner. :P
If you take of multis by the rules definition, then the only solution is: the one who never posts on forum, doesn't do any group combat and not enrolling or nobody (as I've noticed somewhere here as answer). The first option is a player which cannot be found by any means and he/she can get away with that.

Here's some reason(s) why certain answers are not accepted -
1. All admins and admin-created characters.
1. The answer is a NON-admin person/character (including Arctic), and not created by the Administration. So characters like Empire, Casino etc, are not included.
2. All smiths, enchanters, etc.
has gotten millions of gold from them
Generally speaking, if you take into consideration how much they spent to get max smith/enchanter guide, and how 'low' in comparision they charge to do repairing/enchanting, I seriously doubt any one of them is making millions.
3. vepacha
He has earned millions from 1 source, Roulette. His earnings is independent of whether everyone else wins or loses. Empire (an admin-created character) would still pay him. so Empire orCasino hardly qualifies as a network of multis
4. travianws
This would be the winner IF he indeed got his 11 million gold from referrals, but this is highly unlikely considering 'he' has not logged in since March 2008, the day he registered. That most probably makes him an admin-created character.
5. That leaves us with..........................................StorminMerlin.
He has won in access of 4 MILLION(!) gold from a host of players since he joined the game.
I play Tavern a lot and I see him there just as often. I have seen players lost (in the context of this riddle, lost = transfer) all their gold to him, went to enroll like crazy, makes more gold, went back to play more games with him, and promptly lose them all to him... again! haha.. :)
On a few occasions, I looked at my screen and told myself - "Why need to do illegal transfers? Just be as good in Tavern as him and you will have an unlimited supply of multis transferring their hard-earned gold to you every day!".
He got his 4 million gold from 100s, if not 1000s, of players 'transferring' their gold to him viz losses in Tavern games.
So I declare the winner of this riddle contest as...
