Whether it is necessary to swing this anti-ability, or it is better to be mono-faction?

Pretty much up to how you want to play the game. There are advantages and disadvantages to both paths.
It depends on what combat type do u prefer:

For hunts and mercenary guild quests, survivor tournament higher faction skill is more useful (single faction -> higher faction points)

If u like PvP combats and tournaments better than multi faction (decreases the damage dealt by that faction to you by 3%) points could help a lot in long term.


So:

If u prefer AI battles that go for 1-2 factions
If u prefer battles against other player than go for multiple factions

You have decide for yourself. E.g. with 630 Faction points you could either have:

6 main faction, 0 other faction

+1 defence
+3 attack
+5% iniative

or

3 on every faction
+1 defence
+1 attack
+1% iniative
+9% damage reduction
Having spend around 600k more gold
for Arghmage:
+9% damage reduction
It is not enough.On minor tournament and on fights in full arts these of 9 % won't be felt.Also can it is necessary not to swing against all anti-ability? And for example against Dark elf, elf and so on...?
1. Not necessary. For most factions, primary faction skill is most important.

If you want, you can boost a little faction skill against your "natural" enemies. It is not necessary to build up for each faction in my opinion.
#1, agreed with omega22, keep in mind too the cost if you need to build each construction of each faction...
Well. I have played multi faction up to this point. I am level 7 elf, level 7 barbarian and currently playing level 6 demon. This can be very handy when you fight against those factions (including in caravans) but I often find myself jealous of some of my friends who have faction 8 or 9 in one as this gives good bonuses in attack, defence and initiative.

However saying that I feel that I will be better off in the long run. i will be able to easily pick up any one of my factions and take it to 8 or 9 faction level as I watch them struggle to start from faction level 1 or 2. hahahaha.

However it is also worth noting that multi faction build is

Much more expensive, lots more castles
Means you will have a hard time in tournaments
You will find it tough in PvP to start off with.

Its a choice only you can make yourself
