1) i am playing with inventory full and i am not lootink any items from hunting, is it rndom or becuse i have no room? if i remember correctly i should loot even if i am full
2) i am lvl 15, drunk oblivion and it gave me 17 points to use. 15 of the levels + 2 of MG, right? but i was almost sure MG points are permanent

1) you should loot even you are full
2) Permanent points are from LG and HG. All others are re-distributable. |

It is random. You can loot even though you are max inventory

Don't your 17 points come from +14 points for levels and +3 points for MG?
The stat point for first level isn't something you get to allocate, it depends on your chosen Faction.
