You level up by gaining experience points. You get experience points by winning battles.
But you must also remember that you also have guild points and faction points you need to raise, not only your experience. You can read here for more information:

LOL well i need to admit that the case of level 15+ is a problem atm! I won't tell you to create a topic in idea and suggestion but it can be an idea, funny and simple!

you gain experience by fighting (either win or lose). as high level you are the hard is to level up, so don't espect to level up instantly. at your level, you can do group battles while you have nothing to beat on map.
