It means that welcoming new members is allowed but it should not cause you to post more often than once in 24h. If there is new member, wait until 24h passes since last post and then welcome all new members that joined.
If you welcome new member every let's say 10 hours, it will be an abuse of rule 5.3. and considered a bump. |
