If a character is blocked, it is rare that they are unblocked. However, unblocking will take place on a case by case basis, so we cannot provide an exhaustive list, however there are some ways to get unblocked once blocked.

https://www.lordswm.com/clan_info.php?id=6500 - If a player feels they were wrongfully blocked they can appeal to the Jury system. The jury system determines whether a player's block was wrong and appeal to have the player unblocked. Unfortunately instructions are in Russian.
For English players who feel they have been unblocked wrongfully, they may contact Secretary. 4. Questions regarding penalties, unblock requests, and other kinds of communication with Administration are made with the help of Secretary (https://www.lordswm.com/pl_info.php?id=4).
In general, if a player has genuinely broken the rules, e.g with serious financial assistance, they will not be unblocked if they appeal. Unblocking usually only happens in the case that the block was wrongful.
As I said, we cannot compile an exhaustive list because it depends case to case. Hopefully this serves as a good base guideline to understanding why someone might get unblocked.

Unblocking usually only happens in the case that the block was wrongful.
how if umm, let say i do a mistake and broke a rule. And i got blocked. Then i appologize to Secretary and promise to not do that mistake again. will he forgive me and unblock me?

Well I do not Secretary, so I can't say for certain.
My calculated guess is that, no an unblock will not take place. Simply because a rule was broken and there was no wrongdoing or error in handing out the block. But as I say, it depends on severity and a whole bunch of other factors, it's too hard to say for certain, but the best advice I can provide is no, save your energy. ;) |

Instead of just asking here, we don't know answer as rules are under their control.
If they change rules in a blink, it is just so so.

I guess they consider case base on
1->Genies Mistakes (impose penalty and unblock)
2->negligence of law- base on the law brake (Heavy penalty -to- keep block)
3->breaking rules on purpose-eg. for finance (Keep block)
4->far more intense case above 3 (keep block)
PS. I don't think they consider ratio decidendi but choose every case as obiter dictum.
So don't expect the result by checking others' case. |

Generally, it does not help. Sages, mods and keepers are normal players with a bit more responsibility. They got no influence over blocks or unblocks.
As Corey said: If a rule was broken, don't bother with an appeal. Start a new char and play it clean. |

never ever get yourself blocked is the only way you should go.
and, you will never need to know how to get unblocked since most of the cases wont get it.
