But in Summary: "Any artifact with durability 0/X can be repaired. Repairing efficiency depends on the guild level and varies from 10% to 90%. For instance, the guild novice will repair artifacts with 10% efficiency, which means, that a worn out artifact of 0/30 will have 3/29 durability after repairing, while an experienced blacksmith with 60% efficiency would turn it to 18/29 durability."
You can ask someone else to repair it for you if you want. There are many smiths on the forums.
I suggest you don't repair as it costs more than just buying a new weapon. Even better, don't use any weapons. You're level 1. You don't HAVE to carry a weapon to combat till you're level 5. Save up the money, labour hard, hunt well and play happily. worry about weapons later.
By thr way, doing Hunts will get you weapon drops 20% of the time, so have fun with those too. | You can click my name, and read instructions on how to get items repaired if you want. I have full instructions there.
