I'm quite sure Level has nothing to do with it. If you know the rules, can show impartiality, and of course have a hndle on the English language, you will be considered. Note that the 'know the rules' part assumes you are FOLLOWING the rules, not that you know you are breaking them. ;)
Consider when the original post by Arctic came out looking for mods in 2008 I was only a level 3 and still made the list.

| Cepruyc would have specified if recruiting was for a particular clan . A player can apply for whichever mod position he deems he is suitable for - forum/chat/sages . The basic need is a good grasp over english , and the player can submit the game time (xx:yy game time to aa:bb game time) . |

I believe you are applying for the wrong position. As a Security Service member you should be applying to #325 LWM - Empire Court for the Court Protection position.
As a Sage I'm applying to #325 LWM - Empire Court as the Court Advisor position. :) |

| I am encouraged by peoples posts and will probably apply, though I slightly doubt whether I will get the job. |
I tend to believe that these forum suffer from too few moderators, not too many.
I hope that if there are 15-20 mods a significant number of them may be online at any point in time, leaving no room for people abusing from mod absence, decreasing the "personalization" of current mods, and lowering the consequences of removing someone from moderator position for any reason.
I applaud your decision cepruyc, and just hope that we'll have mature enough moderators not to suffer from knee-jerk reactions anymore.
