The idea of a “Military Clan Council” was initially pitched in a thread (that I now can’t find) in this forum I think by the time when the Unholy Event took place. Half a year or so ago, I chatted with a few players about taking on such a project, and nearly everyone thought some good could come of it. So I contacted MC Leaders and this was their response:

Other MCs didn’t want to compromise before knowing how Admins would feel about this, and others didn’t respond at all.
I’ll post next both the first pm I sent to MC Leaders (it further explains what the MCC project is about), and the Statutes I drew for the Military Clan Council. Do give your feedback! I also hope a profitable discussion emerges and that this thread can help us get by these dull days of late -.-
One important note: I presented the project to Arctic by pm at the time, and via Skype a couple of months ago, but the only time he tried to contact me I was unavailable, so I didn’t get to know where he stands about this. Though almost everyone agrees that without him, there is really no point in creating such a Council… but do have your own say about it. | _________________

There was some clear indications of interest in the formation of a Military Clan Council when it was first brought up, and Arctic mentioned about it in the forums. Such a tool (gathering) could be used to discuss any LWM issues that, though important, get “lost” without appropriate discussion in the Forums, mainly because of the interference of too many parties. The project I now present to you is a simple one: creation of a normal Clan, to which each MC appoints one (or more)(1-2) representatives. The purpose: to clarify whether, in any given issue, there is a common understanding between MC’s, and, if so, be promptly able to present such an unified stand to the admins. To this effect, it is essential to have a member of the administration within the MC Council Clan. Since Arctic is a supporter of this idea, he should be the one making that bridge between MC’s and the admins. So the timeline for this project to be implemented is Arctic’s return. Furthermore, this Council is not to be created with any immediate purpose, rather than that of merely being at hand, should such a mean of communication become necessary. Many of us feel that a unified stand emerging from such a Council would be far more appreciated by players and admins alike, than any personal view posted in the Forums.
Having written the Statutes for the MC Council Clan (that I will send in the next pm), I will serve as “installation committee”, with the help of all of you who wish to aid me. I will be taking note of all your doubts, ideas and suggestions, until a final agreement is reached and the Clan is ready to be setup. Every aspect regarding the practical creation of the Clan is open; I will obviously help bring it to life, though my presence in it will solely depend on eventually being appointed to it by the Leader of my MC. As for leadership of the Clan, whoever is willing to be a candidate to that position steps up, then each MC votes and the Leader gets chosen by majority. This should be a position with some responsibilities but no special rights whatsoever.
Please read the Statutes carefully and do give me your feedback.

1. The Council is a Normal Clan, with its own chatroom for holding meetings.
2. Each MC willing to participate in the Council nominates one or two representatives to the Council, with power to speak in name of his/their MC and power to vote on matters.
3. Each MC chooses the way its representatives are appointed (internal election, direct appointment, the leader himself chooses to represent his MC, etc.)
4. Each MC is free to enter and leave the Council at any time.
5. Proposals or Official Stands of the Council are to be made directly to the Admins or posted in the Game Forum, or both, depending on which is the case;
6. The Council, when formed, shall vote on matters regarding its own structure of functioning:
6.1. How often should representatives assemble;
6.2. If the Council is to have a Secretary and/or a Spokesperson;
6.3. If voting requires simple (1/2 of the total votes) or qualified majority (2/3 or 3/5 of the total votes) to approve something;
6.4. If there is a minimum amount of presences for votings to be binding;
6.5 Whether the Council should invite a representative of the Admins, and who.
7. It should be matter for discussion:
7.1. Proposals to change the rules of the game;
7.2. Proposals to create/adjust current or future events;
7.3. Proposals to improve the game in any way;
7.4. Official Military Clan Council stand on any matter regarding the game.
8. It should not be matter for discussion:
8.1. Internal organization and administration of each MC;
8.2. Personal matters between: MCs, MC members, Admins, Mods or any other party.
9. Decisions made by the Council are bound by word and constitute a Gentlemen's agreement.
10. Any MC that votes against an approved proposal has the right to make that opposition public (and vice versa, for endorsements to rejected proposals). | we got new MC

Arctic and the Admins have their own pace. if we learned something over the years, is that they won't be forced to act in any way. to this day i expect a response, it shall come in due time. this thread is for us to discuss matters - not to put pressure on them. | Well a few issues with this suggestion. So with no actual purpose the admistration team, who dont even stay in proper contact with even the keepers are expected to listen to the MC council?
The final issue some people may have with this is that the server is not exactly bursting at the seams with quality military clans to join in with this council and people are always argumentitive or bias 'we hate this clan for xxxxxxx reason' | we can complain about the state of affairs, or we can do something ourselves. with such a Council, we could organize our own Clan Wars. Sure, there would be no territories for the winners, but... we could have lots of fun nonetheless.

+1 to this. such a Council would benefit a lot from ppl who know how both the game and the community work. | MC #360 Rutenia is supporting any type of activities that bring more fun for all players in this game. There is a chance that “Military Clan Council” will be useful for making this game better, so we are ready to join the Council and participate in its activities.

that much does not depend on us... the Council can be official if Arctic so wishes; even if it's not, we can create events that he eventually turns official ("events organised semi-officially", as he said).
