You look on the forums for anyone willing to lease out their arts on the link Anton posted.
You then PM the player that you are interested and arrange with her the terms of the rental.

What do you mean by automatic renting?
I don't believe there is currently any feature that facilitates this, though it may change in the future if you request for it nicely in the Ideas and Suggestions forum (

Well, it has not been implemented yet. Be patient and I'm sure Empire will allow arts to be rented to all her Lords of the land.
She's a good ruler after all.
